From what I gathered from old Guild Wars 1 Dat they found out that items are basically files with flags that determine that item;s name, stats and special characteristics. I don't see a reason why you would want to unpack those files. That was implemented to prevent people from downloading the client if they do not have access to beta. The hash algorithm has not changed to the best of my knowledge. I just extracted all the item icons using the hash algorithm and it worked right.
