You should probably be able to compress textures with the ttdecomp-library and place then back in the art-file, updating all the offsets in models3.txt.

I made an application to extract all compressed textures into .bmp-files. Some of the textures are corrupted. I haven't looked further into this (I suspect animated textures?).
