It works fine for me.

Maybe try to run with compatibility mode
or move the EXE file to your desktop.

No. Those dump files are results generated by many different compression functions that quickbms can handle. So your B17G.PAC is original compressed ...

The yukes bms will decompress everything into bpe files, open them in a hex editor to see what files they are and resave them as either dds or yobj files.
The dds is a long process as its usually a few dds files in one bpe file.
Not sure if there is a tool to export bpe files.

The compression is byte pair encoding.
quickbms already supports it.

Unfortunately QuickBMS doesn't have a recompress algorithm for bpe as far as I know. But you can ask aluigi on ZenHAX about it - he often responds there.

It's BPE (byte pair encoding).
