I hate to necro an old thread but I'm currently trying to work with an old PS2 game named Let's Make A Soccer Team that uses the same ROFS/CVM encryption. I can send the first 30MB of the CVM and the save state's eeMemory.bin if need be. Let me know if any of you are willing.
