test.exe only writes one file, so you'd need to call it once per subsong. The XWB are empty. Sound data is in those sounds-xxxxx.mem while sounds-xxxxxx.xmb has the index to individial sounds. You can use "test.exe -i file.xvag" and it'll disable looping. vgmstream detects the file loops fully (I'll adjust so looping is smoother though). If you remove looping the song will end abruptly. FMOD introduced a new ADPCM codec in ~2015 for FSB5 they call FADPCM. On a quick glance it looks somewhat like MS-ADPCM. vgmstream (https://hcs64.com/vgmstream.html) can play and loop most FSB types, it may work for your file.
The command line utility can also export wavs with loops points, or print loop info without decoding.

I implemented HEVAG support into vgmstream (https://hcs64.com/vgmstream.html) based on the code daemon1 gave me (thanks again), should handle all known HEVAG but source is on github.
