Please help im sure someone knows something because there is a guy iin youtube who did it, please help

Hi, ive benn making a mod of f1 2009 for psp and the car textures have got .cog and gog extensions and i think they are encrypted because i saw a video in youtube where they made a mod with new car textures, i need help with those files.
