Do you mean mutiple vertex share same uv coordinate data here? The chunks with "multiple" vertices in fact represent one single vertex; each coordinate is local to the bone indexed in the second line (with the normal data). I have no idea why it's stored this way though... So for the polygons, just...

Yeah, it was like all the individual vertices were imploded around the origin. From messing around with vertex and joint positions my best guess is that the joints are oriented with the x-axis forward (toward the next joint), and then the vertex positions use the bone's local coordinate space.
