Usage:
Convert file.emp to TGA:
rohancvt.exe file.emp

COnvert file.gtx to TGA or DDS (automatic selection)

i don't know what is the engine verson it uses
it is a mix of 20.6.0.0, 20.2.0.7 and maybe other versions of engine. so your pack is pack of textures (all files starts with "1XET" id), no nifs inside it.
